Illinois Shines Application Review Delays Extend Past 10 Days Following Submission Spike

Illinois Shines · Aug 6

What happened

The Illinois Shines program administrator reported that review turnaround times for Part I and Part II applications are exceeding the standard 10-day timeframe. The delays are driven by a surge in Small Distributed Generation Part I submissions and a high volume of Part II applications containing battery schematics. High submission volumes continue to impact processing capacity across the program.

Why it matters

While Small DG submissions are driving the Part I surge, the administrative backlog extends to Part II application processing across categories. Delayed Part II approvals can stall final verification, incentive disbursements, and commercial operation schedules for project developers and asset owners. Teams should adjust energization timelines and cash flow forecasts until processing returns to baseline levels.
